
Hartlepool Borough Council - Tofts Farm Depot Expansion
Tangent Construction Ltd was appointed by Hartlepool Borough Council to deliver a new storage and fuelling facility as part of the expansion of their local depot. The project aimed to support the council’s refuse vehicle and plant operations by transforming a disused area into a compliant, high-capacity infrastructure platform.
Site clearance of approximately 6,000m² of waste ground
Excavation of over 6,000m³ of material, including removal of unsuitable soils
Import and compaction of selected fill to establish new formation levels
Construction of an underground fuelling tank and associated fuel lines
Installation of 4,000m²+ of reinforced concrete slabs for vehicle operations
Construction of tarmac access roads, drainage systems, lighting, and perimeter fencing
Ground Conditions: Encountered variable and unsuitable fill requiring redesign of cut/fill strategy
Environmental Compliance: Ensuring the fuelling system met EA and DSEAR standards for safety and containment
Live Site Interface: Works were delivered within an operational depot, requiring careful sequencing and stakeholder coordination to avoid disruption
Delivered a fully operational, environmentally compliant fuelling and storage facility
Improved operational efficiency and self-sufficiency for the council’s fleet services
Project completed on time and within budget, with minimal disruption to depot operations
